2026 OHA Annual Meeting

Hi Highlanders,
For those of you who have been part of the Orcas Highlands Association for a while, you will remember that before COVID, we used to conduct our annual meeting in person. Since then we have used Zoom, but this year the board would like to resume holding the annual meeting in person while maintaining the Zoom option for anyone not able to attend in person.

This year's meeting will be on Saturday, June 20, at 10:30 at the Eastsound Firehall. There will be refreshments, and we will have guest presentations by the county noxious weed director and by a member of the fire department who will address our being Firewise and other related topics.

The meeting is three months away, but we are sending this out now because we need to recruit some volunteers to help with the meeting. We will need a few folks to arrive early to help set up the room appropriately, and we will need a few volunteers to help clean up when the meeting is over. In addition, because we will have some presentations that involve the use of electronic equipment while simultaneously operating on Zoom, we would like to ask for the following:
1. A person to set up computers and audio visual. This involves 1-hour training at the fire department 1 week before the meeting, being available before and after the meeting for set up and cleaning after. Set up to include testing sound online and in person.
2. Meeting Facilitation:
Live Moderator: handles Mic in room.
Virtual Moderator for Zoom meeting:
Understands the agenda and has all presentations lined up in order, ready to be projected on TV and laptop screen.
Monitor the Host Zoom Computer during the meeting
Mute all online and unmute those who speak/ask questions
See if people are raising their hands or asking questions during the meeting.
Handle camera remote control
Possible Asst Virtual Moderator
Possible production person to ensure all systems are running smoothly during the meeting.

WUCIOA Changes

In recent months, the Governing Documents Committee has been reviewing the WUCIOA (RCW 64.90) requirements that went into effect in January 2026. This legislation has been put into place to modernize governance, provide more transparency, and improve homeowner rights.

The intention is to incorporate these changes into the Orcas Highlands Governing Documents when the association complies with the WUCIOA requirements that go into effect on 1/1/28. In the interim, the association will adhere to these statutes. Please refer to <a href="https://www.wucioa.info/SB5129" target="top">WUCIOA changes (effective 1/1/26)</a> for a more in-depth description of the 2026 requirements. The most significant change for our association involves HOA meetings.

Currently, the board has decided to use an HOA attorney to help implement the changes mandated by WUCIOA. In the meantime, the committee is working on the next steps to ensure that our efforts move forward. Our goals are to serve the board by reviewing the changes that need to be incorporated into the Governing Documents and providing details and feedback. The committee will also be discussing ways to engage the community and to solicit feedback from everyone. We believe that it is vital for owners to have a good understanding of the changes WUCIOA mandates for HOAs and how it will affect our community.

The Board and the Governing Documents Committee thank you for providing the necessary contact information and consent forms for electronic communication. This helps the association save money and is more efficient for the board when communicating with owners.

Missing Cat

The Linnes's cat is still missing, and now they have added a $250 reward. No doubt you have seen the sign posted at the bottom of the hill, and if you go to the Eastsound Post Office, you will see another poster.
